Clean Water Services (District) is seeking to award an on-call contract for trucking and hauling services to transport vactor and street sweeper debris to the Wasco County Landfill. District intends to award a contract to a Primary Contractor and a Back-Up Contractor. The contract will begin on September 16, 2025, and run through September 15, 2028. Interested contractors must submit bids.

All bids must be submitted electronically to Connie Wilson, Procurement Specialist, by August 14, 2025 at 2:00:00 p.m., local time via Equity Hub’s Bid Locker at https://bidlocker.us/details/5172_Itb___On_Call_Trucking_Hauling_To_Wasco_County_Landfill.(Bid Locker). Facsimile or emailed bids will not be accepted. Before Bidders can submit their bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Late bids will not be considered for award.

Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on
August 14, 2025. Bidders can attend the opening by calling the telephone conference number (503) 681-4498.

Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on
projects involving asbestos abatement).

District may reject any bid not in compliance with all prescribed public bidding procedures and
requirements and may reject for good cause any bid upon a finding by District that it is in the
public interest to do so.
